Whilst nations compete, collaborate and co-exist in this environment the attention to Maritime issues is at an all-time high. The interest shown by nations is multi-faceted with maritime security being the most critical aspect of an entire spectrum of issues. Other aspects ranging from legal to technical, knowledge to environment also have a part in enabling the reaping of economic benefits from the oceans. However, the lack of a substantive maritime security environment prevents the reaping of such benefits, thereby depriving prosperity through maritime means in the quest for development.
